I can create a TOP filter on a live connection; are you encountering a problem? Typically, the more detail provided in a question, the better chance you'll have of receiving an accurate answer. Let us know what is going on.
I was not sure how to do it, and was searching the net and found this post that led me to believe that it was not possible for a live connection on a .csv.
If it is possible, can you point me to a "how to"? Any help is greatly appreciated!
The In/Out functionality of Sets in Tableau requires an Extract. This is one way to get at the data, but there are other methods.
Before providing too many more suggestions, what are you trying to accomplish? Can you post a sample packaged workbook and explain what you want to see as a result? Knowing that will help determine what method is recommended for you.

If you just want to display the Top X by a measure, like Top 10 Customers by Sales, the simplest way by far is to just drag Customers to the filter shelf, choose the "Top" tab, and set your filter as shown below (workbook example attached as well).
If you need Top 10 AND All Others, a different method would be required.
Thanks Matt, you nailed it! Not sure why, but I was thinking I would have to wrap measure with some kind of a TopN() function for some reason, not through a filter.
