Oh, my bad. In my haste to reply I didn't realize you specifically mentioned filters and not marks. Not sure how you'd go about doing that or if it's possible.
I think you'll need a parameter for both axis that filters conditionally.

Filters impact on data independently of the configuration of the visualization. This means that if you filter values from a dimension and/or measure, only data under the condition of the filter is going to be displayed in the visual (table, chart, map, etc.)
I think you need to apply other approach, as Allan briefly suggested, based on calculated fields and a parameter.
You can implement this approach creating a parameter, let's say type string, a add a list of values, e.g A, B.
Then create a calculated field that based on the value selected in the parameter, take or transform specific values in a dimension and/or measure.
This is an example of the formula to use:
IF [parameter]=='A' Then [measure] End
[parameter] is the name of the parameter you created
[measure] is the name of the measure you are showing in the map
It would be good if you post a package workbook with sample data to demonstrate this approach.

Thanks. I am unable to save and share a packaged workbook so it seems. Working on a connection using a Cube off our server. As a result, Tableau does not want to let me package the data w/out the connection. Not sure there is a way.
