It sounds like your question is something to ask a Sales Rep. I'm not clear on what your question is. Are you asking if Tableau Server and Tableau Desktop are purchased separately?
If I understand well your question, you are asking: Tableau worker is purchased separately from Tableau Server?
If that is your question, the answer is NO. You just have to purchase Tableau Server using two type of license models: 1) User based and 2) Core based. Each one with specific costs.
Having the license of tableau server you can scale out you infrastructure adding workers. Take into account that if your server license is core based you have to consider the number of cores cpu you have in total as the worker has to be installed in other computer, adding more cores.
If your server license is user based, you don't need to take care of the number of cores you have in your infrastructure, so you can add as many workers as you need practically without a limit.
