Not as far as I know or have seen, you need to do it from the Configuration Console. You can list all tabadmin commands from a cmd window by typing:
tabadmin help command
Email subscriptions are usually disabled by default.
Then following instructions to get help for each command. Bizarrely there is actually more help available on the command line interface than in the online Server Help documents!
You can disable this in your Server settings; as Patrick stated, it is often disabled to begin with
We are trying to sync our DR server with our production server every night
but it turns the email subscriptions on when we restore from backup. I
found that we can turn off the subscription and restore from backup using
the "no config" setting in the tabadmin restore command.

tabadmin set subscriptions.enabled -d
This will reset the subscriptions enabled back to false, to take effect after the next server restart. I had a case where I wanted to be able to make the config change, and have it take effect after the server restarted as part of the weekly maintenance process.
