When you select the first action, a filter is applied based on the fields used for the action. So, you need to clear that filter in order to "start fresh" on the target sheet; otherwise, the action used to filter will be carried forward indefinitely.
On Tableau server, you can use the "revert all" option to remedy this and essentially "start over". Otherwise, going back to the original mark used for the action filter and deselecting it will clear the action from carrying forward.
I have found that explicitly selecting "All" in any quick filters affected by the action on the target sheet can also bring back all the data on the target sheet. (so in your case, "Product" and "Year" filters re-set to "All" may bring back the data)

It's hard to know what's going on without seeing the packaged workbook (twbx file). If you're able to post it, that would be helpful.
Without seeing the workbook, one option that comes to mind, in the filter action dialog box, the Clearing the selection option will may be set to 'Leave the filter.'
