It sure is possible!
You'll probably use multiple worksheets to get this done - Perhaps as few as 3 (metric1, metric2, table), maybe as many as 5 (metric1, metric 1 KPI, metric2, metric 2 KPI, table),
Your best bet is to go out to Tableau Public and browse reports other people have created. When you find something that looks vaguely similar to this, download it and reverse engineer it.

I will try to get through the Public version and see if there is anything similar.
You could use a custom SQL. I needed something similar, and wrote a self-join to get it.
I could post a sample workbook but could you clarify somethings:
- The number under Metric 1 - is that a sum for a period or year?
- Do you need the metric1 & 2 split up by year.
It would be great if you could provide what metrics exactly you need/
