I am studying the file and think I understand how you achieved this, but can you briefly explain how you got the circles to nest?

The circles need a location so I created two calcs X and Y. The calcs contain a value of 1.(This could be done with min(number of records) but I wanted the workbook to make sense.)
I put X on columns and changed agg type to min, repeat for Y on rows.
Change Mark Type to "Circle"
I put Label on color and Value on size. This gives all the marks the same position on the viz.
Then I increased the size slider to Max.
Adjust the axes. X fixed -0 to 2 Y fixed 1 to 2.
I made up my own data structure that was the easiest to get the result. If your data structure is different then the solution might need to be modified to fit your needs.
