Let's say that you have to map Poland (2007), Germany (2008) and France (2009)
You have to format your data in Excel like this:
Then in Tableau you have to add Active to Pages.
You are right about the Pages and Show History using Filled Maps. How about the attached workbook as a work-around. It uses a parameter and calculated field to allow the build-up of countries. (You could simply use the date as a continuous filter based on a max date, but that doesn't give the option for a slider control).

Thanks for all the above help. Just got back from PTO and looked through the replies. Joshua's is exactly what I needed, but I believe that the rest also incorporated similar logic or answered a similar question (I don't think I was completely clear on what I wanted).
