Yes it possible 100%, but need to be creative a little.
I didn't realise it by myself just because there was no reason for me yet. but I will if the reason appears.
Purpose: Create additional tableau content distribution function based on users needs and managed by them.
The Concept base on
1. Windows schedule and one time created script (vb with connection to tableau database)
2. Tableau internal database
1. If the user add commetns on dashboard something like "@Extract for me"
We can reach this comment from tableau database and we also know user name, email and workbook name.
2. Next day at some time (based regulary) windows schedul will start automatically, retrive data from tableau database all the comments with "@Extract for me"
3. Using tabcmd run the list of dynamicly prepared commands based on information we know.
Output could be email, extract to some folder or etc.
One major "-" it based on workbook comments so you must take care about one workbook name, it should be always same.
more simply just ask Tableau IT admins to create ".bat" file in a shared folder on tableau server and give you a rights for you to edit. The next step is to set up windows schedule to launch .bat command file at the some time.

The first answer offered by Lester will output PDFs but I think like myself you are looking to produce *.twbx files?
You're exactly right, I was looking for a solution that would export the packaged workbook for consumption via Tableau Reader. Since I asked the question, we have since deployed an enterprise server... therefore I have no use case anymore. Thank you Lester Anciro & Yuriy Gavrilov for your helpful answers!

It could be realized by tabcmd, Api in python for example, or by standalone apps like alteryx which can combine tde and workbook together.
Actually twbx is zip which contained tde and twb.
If you publish twbx you also will export twbx by tabcmd. It is simple.
We have a subset of customers who don't require a server license, but would like to digest content via Tableau Reader. It there way I can automate the exporting of a packaged workbook?
SPOILER: It isn't allowed to open packaged workbooks in Tableau Reader that are generated or updated in any automatic way. See official statement about it here: Re: Automated sharing of twbx files
May be Tableau create reader license... Adobe didn't take any money from pdf users.
For automate reason better to use picture from tableau. For more comfortable for any side better to use cloud. It is not so expensive.
So apparently it's against Tableau's licensing agreement I guess this is something that someone has already done in the past and Tableau didn't like it . We'll have to figure something else out...

You could contact your account manager for confirmation before making drastic changes.
As Yuriy mentioned, there is also the option of sending pictures.
What the rules are, if any, I don't know, but also a good reason to contact your account manager.
