Dragging labels works for me. But I have to tell you that I've noticed quite a few flaky little things with 8. Some are reproducible, some aren't. I got this doubled up color legend this morning:
Send it to support if it's repeatable. But they may not see the same thing. My labels wouldn't change size or font for a couple of hours yesterday. I sent it in, but they couldn't get it to do, so not much they could do.

I have an update from Tableau today:
I sent them a screen shot and video demonstrating the issue:
To recreate the issue have a dual axis chart say bar and line.
Have the line chart use the left axis then display labels. Tableau will not allow the user to move the mark label for a left axis value above a certain point in relation to the plotted point
they were able to replicate the issue and have sent it to the analytics queue....
Not that I know of. But then haven't been around much lately.
I used the Super Store example and I can clearly show in Tableau 7 that it works and create a new Tableau 8 report and it does not work. Hopefully they will get back soon to verify
Just ran into this issue too. Not sure if it's been fixed, but here's a workaround:
1. Unselect 'Dual Axis' from one of your fields in the 'Rows' shelf
2. Make manual adjustments
3. Select 'Dual Axis' from one of your fields in the 'Rows' shelf
