The best thing to do would be find a map that you like and use it as a background image. The following article provides further information on how to do this:

Note: the tolerance on the shapefile has been greatly simplified, but I hope this serves the purpose.
To knock labels into this, you'll have to use dual axis and multiple mark types.
This might be overkill for what you want. If you are into GIS, I'd highly recommend installing Geoserver, and serving up the shapefile that way.
