SUM(IIF([Product]=='A' OR [Product]=='B',[Value],0))/
SUM(IIF([Product]=='Total',[Value],Null))
and have your State dimension on the sheet (or as a filter), to calculate separately for each State.

If yes, are those Total values the same as SUM of all relevant row values?
If yes, then you don't need to use Total rows at all, you can just get Tableau to calculate % of total.
