Are you running Desktop and Server on the same machine? Normally, not being able to see maps is indicative on a network/firewall issue which prevents us from connecting to our map server. If Desktop IS running on the same machine as Server, then you're running into something interesting.
This is what i was suspecting.
I am running the Desktop version and server version on different machines.
As you explained the Firewall setting may be creating that issue.
