I believe there's an Idea for this feature that you can vote on. But, as a workaround, the following can be done:
1. Right click on Category in the data box and select Duplicate.
2. Place it to the right of Measure Names on the columns shelf.
3. Right click on Category on the columns shelf and un-check Show Header.
4. Right click on the view and format the borders and change the level of the column divider.

That helped. I now have an X axis.
Not sure what you mean by #4 - "change the level of the column divider".
Is this regarding the year, which is now duplicating on the X axis?

That's the limitation of the workaround--having a label for each column.
