You can almost certainty do this with Calculated Fields. What is the logic behind which Quarters and Months are shown?
Is it that a certain number of months are shown and then older records are quarterly?
it varies depending on the given chart. The data initially is quarterly, or annual, and then there will be a change to monthly or YTD data.
I think the easiest way to do it may be to change the Date into a String, so Tableau doesn't try to scale the data range.
I got that to work, but I can't seem to reorder the columns on a viz.

You can right click Category and choose manual sort.
There are better ways to do this with a calculated field - something like:
str(if datediff('quarter',[Date],today())>1 then datetrunc('quarter',[Date]) else datetrunc ('month',[Date]) end)
