I believe what you're looking for is to show both the filters for ticket and workgroup. The workgroup quick filter should be set so that it Show Only Relevant Values (based on what is selected in the ticket quick filter). Then, a single value filter can be used and All will be in the list as well. The following link provides further information on this;

This is not the actual scenario.Actually I want to make it by a single filter as workgroup.
when we will select "All" in the filter then that should show the data in ticket level(irrespective of work group) and
when we will select individual work group then that should show work group level data(within selected work group).
Because when "All" is selected then any ticket which is also present in different work group should show the total
resolution hours,but if any individual work group is selected then only resolution hour in that work group should consider.PFB the scenario.
TicketID Workgroup Resolution Hrs
101 w1 0.5 Hrs
103 w1 0.6 Hrs
101 w2 0.7 Hrs
104 w2 0.3 Hrs
Now workgroup is filter.
If we select "w1" then
101 having resolution hrs : 0.5 Hrs(work group level data)
103 having resolution hrs : 0.6 Hrs(work group level data)
But if we select "All" then
101 having resolution hrs : 1.2 Hrs(total i.e ticket level data)
103 having resolution hrs : 0.6 Hrs(total i.e ticket level data)
104 having resolution hrs : 0.3 Hrs(total i.e ticket level data)
