Here you go. In order to have row-level data in a view that is being displayed at an aggregate level, you have to use the Level of Detail shelf to bring in the detail to get to the row, then use aggregations and table calculations (aka aggregates of aggregates) to reduce the number of records returned. In the attached, Date is on the Level of Detail shelf to get the detail (If you had a unique ID column in your data, that would be even better), and there are two table calculations to get the Max Value and the Date for that Max Value. Both of them have their Compute Using set to Date.
