This can be done by creating a string parameter and using it in a calculated field. For example, the parameter would list:
Then, the calculation would look similar to the following:
Case [Parameter 1]
when 'Actuals' then sum([Actuals])
when 'Budget' then sum([Budget])
Then, place this calculation on the view as your measure field. Right click on the parameter and select Show Parameter Control. Then, the user can toggle between Actual or Budget.

Thanks for the response really helpful and gets me most of the way to a solution. The only problem I now have is if I want to display Actual and Budget together. Any ideas?
