I did find this thread you responded to but I only have Tableu Public and am unable to open the attached workbook. Would it be possible to have more detailed written directions or some screen shots.

Thanks for the Tableau Public links. The union example works with what I need for a bar graph but the calculated example seemed to only work on the table view. Sadly, I do not know how to write custom SQL queries.
I did land on a different solution for my need. Each of the rows have an id. I went to the raw data and duplicated all the rows and "merged the FedAcct and StateAcct columns. I ended up with a table like this:
id Strategy Accountability 1 Practice Meet AYP 2 Practice Meet AYP 3 Practice Missed AYP 4 Summarizing Meet AYP 5 Summarizing Meet AYP 1 Practice AA 2 Practice AU 3 Practice AA 4 Summarizing AU 5 Summarizing AA
Then as the measure I was actually interested in the percentage of strategy occurrences compared to the actual number of records, so I created the calculated field: (SUM( [Number of Records]) / COUNTD ([id])/100).
