Currently, this is not possible. This would be a good one to place under Ideas in the Community.
Wow Bob! I was just working on the whole tool tip issue in response to a question from Andy, and you pointed out something I'd never realized about tool tips. Thanks for that! Please post this in the Ideas section so I can vote it up! [And post the 'title' of your Idea back here (not the link, because they seem to delete/break these sorts of cross-pollination link, though I'm not certain).]
The way Andy (and many of us) are using tool tips isn't as just a brief hint/explanation (as they were probably originally intended) but a more in-depth explorations of the underlying data. We're using them as pop-up instant 'drill-down' vizes that need to be studied a bit. So your suggestion is a really good one! Plz post it, you've obviously got my vote.

So while you can't 'drill-down' into tool tips, you can use them to drill down into the data displayed in your main view.
