Getting actions and filters to produce the type of view you are describing, isn't difficult, but it would be easier to explain using your sample workbook. Otherwise you end up with a pretty generic answer which may not be applicable to your situation.

This can happen when the the target sheet(s) have their Fit set to something other than "Normal", either in the worksheet itself or in its instance in the dashboard, so I'd look there first. Here's where to find it in the dashboard - click on the downward-pointing triangle in the upper right of the container for the view:

Here is what I am looking to duplicate:
On the initial view, you will see a Grand Total in the upper left and right boxes of 4.4%. The chart below shows 4.4% for '% of Fees Waived of Total Charges' for December of 2011.
If you select South Central Coast, the December 2011 value on the chart below changes to 4.9%, and the Grand Total in the upper right section is 4.9%
Then, if I select Manager 100 in the upper right section, then the December 2011 value on the chart below changes to 22.3%.
What do I need to do to replicate this behavior?
