Nope - you'll need to use either TabCmd or Desktop itself.
Can you explain why using TabCmd or Desktop todo this work doesn't meet your needs?

The problem is we do not have Tableau Desktop at network where server is installed.
So basically the reports are being developed at one network that needs to be published on the server that is at other network.
If we publish reports using tabcmd how does it take care of live connection.
I assume you have some sort of connectivity to the "other" network, right? You need some way to get the report you've developed locally to the remote server, after all.
Why not just copy the report to the other server, then connect to the server via RDP and use TabCmd to Publish? You might even be able to create a batch file which calls TabCMD with whatever parameters you need, and then you could do something to call the batch remotely?
