Sorry, I'm unable to do that as my workbook has data I'm not allowed to share.
Main reason I made my post as descriptive and verbose as it is.
If you are using a parameter then the user filter will not update the values displayed in the parameter. That is because parameters are static and do not update automatically.
When using a regular filter then the values in the list of the filter would update based on the user filter.
Maybe an extension could update the parameter values, but I don't know if this is a scenario where this extension would work...

To the best of my understanding, No you can do that. Can you create a Filter instead ? You can have a lot more control over what is shown that way.
Or Extension API
