According to the article, I may not be able to do it unless I join my data to itself instead of blend it. Am I right?

However, you do have to establish a relationship (Data --> Edit Relationships) between the two data sources, as if you were going to blend them. If your fields are named the same, you can skip this. (Tableau will assume they're related.)
Just set up your filter, then right-click and select Apply to Worksheets --> All Using Related Data Sources.
I'm attaching a sample workbook with two copies of Superstore, one that's just 2018 data and one that's just 2017. You can filter them at the same time on the dashboard.

My tableau desktop was not able to open your attached file. Perhaps a version incompatibility?
However, I should have mentioned that all my charts present data coming from both data sources. In your example, this would mean a single chart that compares sales for 2017 and 2018 for the different subcategories. To build this, one data source is blended to the other on specific dimensions. Thus, I have a primary and a secondary data sources. Both contain the same data but are named differently.
The graph would like more like this. In the filter I would be able to select the categories: Furniture, Office Supplies, Technology, etc.

Then, I would only need to make selections on the filter of 'Categories' of my primary data source.
Is this doable and if so, how?

Why do these need to be two separate data sources? If the two data sources are identical in structure, and you want to show them in the same viz, then the best option is to Union them into a single data source. That would make the sample chart you gave easy to produce.
