I think you would want to pull month on your columns, sum(obligation) to your Rows. Budget year, Org on your details and set as color.
I have attached a workbook here for you to reference. I think this is what you are looking to accomplish. There are filters for both org and year you can play with.

Both of your answers are correct. Because of not having the latest version of Tableau due to company security restrictions, I was able to see Scott's solution.
That said, I think the reason that I was having issues creating this viz is because I didn't define the problem to be solved which is to compare funds from different fiscal years and compare the obligations at the various months. (i.e. Fund 1, Month 1 is compared to Fund 2, Month 1.) What I was trying to do is compare the same fund but compare the months. (i.e. Fund 1, Month 1 compared to Fund 1, Month 13)
