If the (3) decisions are coming from one field source you may be able to use the following:
Bring your questions to Columns.
Bring your COUNT(Decisions) field to Rows.
click the drop down for COUNT(Decisions) and select Quick Table Calculation > Percent of Total.
Click again and select Compute Using > Cell.
Then Bring your COUNT(Decisions) to Marks > Label.
Repeat the steps for the label,
click the drop down for COUNT(Decisions) and select Quick Table Calculation > Percent of Total.
Click again and select Compute Using > Cell.
Should produce the results you're looking for.
If they are separate fields then you'll need to dual axis
