The blog post that you referenced explores using a hack to import a file using the Web Data Connector import file feature. However, that feature was deprecated in Tableau Server 10.5, and with the move to TSM the functionality to import the WDC files was removed from the product. That means that the solution outlined in that blog post won't work in Tableau Server 2018.2 or later. See the note here at the bottom of the Web Data Connectors page in the Tableau Server Admin Guide.
Based on this note, is this mean WDC won't work anymore in 10.5 version?
Note: The safe list is the only way of allowing Tableau Server to run web data connectors. Importing web data connectors was deprecated starting with version 10.5.
No, only importing WDCs into Tableau Server doesn't work anymore. You will need to safe list them instead.

It is been whitelisted and it worked fine just last month, but it doesn't anymore. There is unknown failure on refresh, thought that might be deprecated
In that case, please open a support case, they will be able to read the logs and see what is going on. Do you know what kind of authentication is being used on the WDC? If it is OAuth, for example, you might just need to refresh the token and republish the connection. Does it work in Desktop?
