After following the steps suggested by you i can increase the width and height of dashboard to 4k and 4k but i couldn't increase the column count max from 16.
You can't increase in layout but you can show in columns more than 16.

Edit the workbook in Notepad, change 16 to 20, for example.

Do we need to increase the value for all the sheets(even though we have <5 columns) in the dashboard or just one sheet will work?
There is a workaround to show more than 16 columns in tableau, the idea is to use rest of the dimensions as measure but still showing them as dimensions using tweaks at marks sections

I've attempted your process. Seems very straight forward, however, I was not successful. When I'm looking at the worksheet after making the adjustment in Notepad ++ there are 8.5 column headers showing. Now I'm new to Tableau so I'm unsure if I should have a slider bar to move to the far right but I do not. There is a left and right arrow for the "ROWS" but nothing to move the data fields to the far right.

FYI Tableau Desktop v2018.3 supports up to 50 columns or rows created by discrete (blue) pills on Columns or Rows, respectively, so you may not need to edit the XML.
The lack of a scrollbar when the column or row headers (created by the discrete pills) are wider or taller than the visible display is expected behavior at this time. (When Tableau's text tables were designed the thought was that there would be relatively fewer discrete pills and more use of dimension values that would generate additional headers. If a dimension is generating a lot of headers then Tableau will generate a scroll bar.
Where are you seeing that config? Can't go past 16 in Analysis -> Table Layout -> advanced in 2018.3.2
