I am not sure about how tabbed views appear in this case with applied restrictions. However I believe with navigation buttons ( quick in 2018.3) and no tabs on server you may get similar feel.
If permissible use separate dashboards for different set of users
1. I have been doing some testing for obtaining the solution. Still no luck.
2. Yes. I thought about this also, This sales workbook have sales and finance information.
They dont want to split it into two workbook.
So three users related to finance dashboard only see finance dashboards not any other sales information
Three sales managers wants to see only their sales information (First 5 dashboards)

It seems you cannot have both Tabs and permission together. In order to make permissions work you need to uncheck tab option during publishing and for navigation then you may have to use actions or buttons based on your server version.
You may able to create tabbed view with the images or buttons
I will work on the view level permission with test dashboards on tableau server. Once I found the solution, add up the solution here and we can close this off!

Similar to your response if I do uncheck 'Sheets as tabs' option while publishing, I could able to do view level permission to specific users. As of now the client is familiar with the tabs option. I can mark your response as correct as it was the exact information I got from my experiment.
I could find something with sheets as tabs and user view level restriction will update this thread.
Default tabs do provide ease to both developer and end user. Let me know if you come across anything with the tabs.
Otherwise with little efforts you can get desired tabbed look.
