So this gets a bit complicated, but I think is doable....
So first I use the field to assign the number 1 to any overlaps (I've renamed the Calculation1 field to something more understandable!), and then can use a Window_Sum on this to add them up
WINDOW_SUM(
IF [Overlapping TimeFrame Flag] THEN 1 END)
Now we need to keep the Start Time dimension in the VizLoD, as this is needed to compute the overlapping timeframes, so we get this
So the right answer....just too many of them. So we add one more little trick (we wrap it in a FIRST()=0 test, which only returns the first instance)
and the final formula is
[Count of Overlapping Time Frame]
IF FIRST()=0 THEN
WINDOW_SUM(
IF [Overlapping TimeFrame Flag] THEN 1 END)
END

Pulled my hair for the past hour without much success on getting concurrency% for each user...
Concurrency % is Overlapping/total number of count
Are you able to advise?

So in the original example we were filtered down to one User, so running the Table Calculation over user didn't make a difference, but once you have multiple Users you need to alter the Table Calculation set up so the formula restarts for every user. All we need to do is untick the user (for all the nested Table Calculations
Here's one, but use the drop down to untick the User for all of them
The way I like to think about this set up is "Run the Table Calculation over every dimension that is ticked, and restart the calculation for every dimension that is unticked" (if you think about RANK, if I had City and Region and has city ticked and region unticked it would be ...RANK each city, and start the rank again for each new region)
Attached is example with %age (again we need to use a Table Calculation as we have IneractionID in our vizLoD, so need to Sum up each one)
