I have implemented using sheets selector but issue is we have map at 3 level i.e. country, state and Zip code based on parameter selection also 1 filter at country level. So if i go ahead with this solution i have to create many additional sheets also multi selection in country filter will not be possible in this solution. So i was looking for other other alternative in order to overcome these limitations.

The dataset that I have in Lambert Conformal Conic projection is too large to attach (I used a fairly detailed boundary file from the US Census), but I could put on an FTP server if you need it...or you should be able to modify the steps in the blog post linked above to do the same with data in a different projection if you can't just work with the data in the downloadable file from Public.
As i can not download .shp file from your public workbook , so i was trying to modify shape file in QGIS latest version. and i am not able to locate Vector affine transformation in latest version of QGIS (3.2.3) inorder to reduce Alaska size as it is only supported till version 2.9.9. So do you have any information on how to reduce size of Alaska in latest version?
I have both QGIS 2.x and 3.x installed, and when I need to use affine transform just go back to my installed version of 2.
I haven’t spent a ton of time trying to figure it out in 3.
