Can you direct us to your published workbook on Public so we can take a closer look?
Totally - just published it, nothing final yet though but this should work to get an understanding of the issue hopefully. I've also tried multiple fonts to see if that would make a difference.

This is strange. I think you may have found a bug, actually. I took your workbook and tested out a few things:
1) Use of Viz-in-Tooltip (as you've done).
2) Use of regular tooltip.
3) Placement of the text on the rows shelf
4) Placement of the text on the text card.
3 and 4 are not really applicable to your problem, but I wanted to see how these characters rendered when using these methods. I published a tabbed workbook here: Tableau Public
Interestingly, 2 and 4 rendered as expected but 1 and 3 did not. I can't figure out what would cause that so I'd have to assume this is a bug. However, it seems that a potential solution would be to eliminate use of viz-in-tooltip and just use a regular tooltip instead. I tested that and it seems to work as shown on the "Final" tab on the viz I published above. I've attached a version using this method.
