Hmmm, your workbook is prompting to connect to Tableau Online, so I can't seem to see your data. Can you re-attach a packaged workbook?
I'll keep looking through some archived workbooks where I had a similar issue with using multiple measures and each had a specific "goal" to align to. I see where you tried to set the targets as calcs in addition to using (potentially) a separate sheet for KPI targets.
I'd believed that I'd done something like the below in the past, but perhaps things have changed with the calc structure in Tableau since I did it last in a version that was 10.8 or so. The below errors out. I'll keep looking though. Right now I don't have a solid solution for you.

Unfortunately I wasn't able to locate the workbook where I'd accomplished the above. It was such a simple trick too. If I remember or locate it I'll revisit this thread with an update.
I think part of the issue is that your data is blended, which makes it more difficult to perform calcs. Tableau will pass the data, as it sees your KPI table as a left-join, but it balks at certain calcs when it sees the other sheet as a secondary data source and not a part of the primary data source in the Data Pane window. If there were more fields for you to join on (I looked on your behalf) between the two data sets other than just year, that would be a better option and probably faster results. If you have some IT staff that could perform that for you and make it native to the primary table (a target for each matching row) that would obviously be best. I also know that's not always feasible tho'....
