There are a number of ways to do this, I've attached an example using the built in table calculations in Tableau.
First drag your order date to the rows shelf and expand from years to quarters, then drag sales which will automatically change to SUM(Sales) on the columns shelf. I dragged another copy (using control and drag) so you have two versions and the SUM(Sales) measures are in the measures shelf. If you right click on the SUM(Sales) to get this menu and choose percent difference:
You can then specify what field to compute it using:
then choose when to compare the % difference from (you suggested 2013 Q4):
The result shows you the % difference for all quarters from 2013 Q4.
