I can answer 1 -3 but not 4 for you:
- Is there a way to download the data into .xls/.xlsx instead of .csv? Your answer is in the Help file here: Export Data and here: Exporting in Excel File Format | Tableau Software
- What is the maximum number of rows .csv will accommodate? There is no theoretical limit other than hardware/memory for connecting to Excel as .csv or .xls/.xlsx as a data source: check here for connecting to data: Maximum Limit for Rows or Columns of Data | Tableau Software However you're likely to find Excel to be the limitation with its max row limit for exporting from Tableau.
- When opening the .csv into excel, will the rows will carry forward to the next tab after reaching out the max limit? Or will show till the max limit only? Excel is likely to be the limitation with its max row limit for exporting from Tableau..
- Is there any way to download the data as per dashboard rather than default alphabetical order?(<30 columns)(I don’t want to add any numbers before the field name to make it order)? Perhaps someone else can answer this for you.
