Otherwise the Tableau Desktop license does allow 1 user to activate on up to two machines. But the license is per user and is not meant to be shared across multiple users and multiple machines.
Please talk to your Tableau Account manager to see if there might be a solution they can assist with. Do you have a Tableau Server installation? Have you tried 2018.1 and the expanded Web Edit/Creation tools? This sounds like a scenario best addressed by Server capabilities if possible.
