Sounds like you want to be able to create calculated fields that can tell what has been selected or not.
This can be done if you perform a kind of Cartesian join that multiplies the data.
For example, if you have 50 records, one for each state, you could do a self join that multiplies the data, creating 2500 records, 50x50.
This will result in two fields for State, In the attached workbook, I called one "Sate" and the other "Source State"
Then to create the worksheet, use one state field to set the granularity of the view, as a Dimension pill, and the other on the filter shelf.
Then a calculated field like:
will return True when the state is kept, and False when it is being filtered out.
This seems like a good use case for using Tableau Prep, so I attached a workbook made in 10.5 with the Excel file already self joined, the raw list of 50 states, a Tableau Prep file, and a workbook made in 2018.1
