Tableau has extensive documentations on using the REST API, including some examples. See http://onlinehelp.tableausoftware.com/current/server/en-us/help.htm#rest_api.htm.
The REST API can be used to create a site, and add a user to a site, but not creating a new user in Tableau Server. Additionally, the REST API came out with Tableau Server 8.2 so it will not work with any versions earlier than 8.2.

When I add a new user to tableau server, first I call '/api/2.0/sites/site_id/users/' API to add a user without password and then I call '/api/2.0/sites/site_id/users/user_id' to give a password for it. I mean, when I create a new user, I must call these two APIs?
Are you using the REST API for Tableau Server 8.x? Currently updating the user's password (if using Local Authentication) via REST API is not supported.
In version 9.0, you will be able to update a user's password with the REST API.
