If you are viewing the report as embedded in a web page you could add :refresh=yes to force it to refresh.
I'm not familiar with Tableau Online so I can't help much here
It’s on Tableau Online and refreshing the webpage doesn’t work - you have to click Tableaus refresh button.
I have a support ticket queuing on this so will update the thread when I hear back.
That is actually the best workaround until the feature is implemented.

I am following up regarding the issue of after refreshing a data extract on Tableau Online, it still displays old data when opening a view.
At this time, a view on Tableau Online will not automatically update itself when the data source is updated.
And the ability to modify cache settings on Tableau Online is not currently built into Tableau Online.
I will enter an enhancement request on your behalf for the Product Management team to review for possible inclusion in a future release.
Another option to provide suggestions for product enhancements is to submit an idea through our community: http://community.tableausoftware.com/community/ideas.
As a possible workaround :
To ensure that Tableau Online displays the most up-to-date data, append the following URL parameter to a view: ?:refresh=y
Clicking the Refresh Data button in the view.
