The problem probably resides in the Percentage_Allocated_Lives calculation, but without seeing the calculation, it's hard to say what it's actually doing. Additionally, while you may not be able to share the workbook, if you can expand the screenshot out to include the layout of the pills on columns/rows/cards, this may help sniff out possible scenarios as well, as calculations in Tableau, especially window calculations such as % of Totals, are very context sensitive. Just moving a pill to a different location can effect the outcome of the calculation, so without being able to see the pills that resulted in this table, we're flying blind.
It depends on your formula and data structure.
