Please provide more details. Are you trying to insert a link into JIRA to a Tableau Workbook or, are you trying to insert a link to JIRA in a Tableau WOrkbook?
Here is an example:
In Jira, I have an issue ID, e.g. ABC-123, which has a specific requirement to create a Tableau Dashboard named "Sample Dashboard".
Now I want to link the JIRA issue to the Dashboard and get the result as "Sample Dashboard ABC-123".
Do you think it is possible to do that as an automatic way?
It's still not really clear what you're trying to do. Automatically what? Create a dashboard? Filter an existing dashboard?
Is your dashboard connected to a database which sits on top of Jira?
If so, you could add parameters to your embed link so you pass the issue ID through to the Tableau Server hosted Dashboard and it applies a filter. Parameters for Embed Code

My dashboard is not connected to a database that sits on top of JIRA yet. Could you please give me some broad guidance about how to do that?
You're asking a very different question now.
Here's what you need to figure out:
1. Create a dashboard which connects to JIRA data and is published to Tableau Server. Do you have access to the JIRA underlying database? If so, connect to that database in Tableau. If not, you could look into a more complex approach of using a Web Data Connector. I.e. Connecting Tableau WDC to JIRA API [Solved]
I'd recommend searching the forum for further guidance on connecting Tableau to JIRA.
2. Once you've established a dashboard which can connect to JIRA and manually filter on an issue ID, how to create a link which passes through to that dashboard and passes through the issue ID for filtering. I've already linked to an article above, you'll effectively link to your view on the server like http://servername/views/CoffeeSales/SalesPerformance?Market=West . Except it won't be the coffee sales site or SalesPerformance workbook, and you'll be using a ticket ID parameter i.e. http://servername/views/MySite/JIRATickets?TicketId=123
