When you create a set with Top 20 by SUM([Sales]), it will give you the list of Top 20 customers across all the regions. You will have to find out the sum of sales for each customer for each region and then create a set. This way there will be only one region with 13% difference.

They say the right answer here is the central region? But i the way you solved this problem is the right way to do it!!
Only clarification i want to ask is, as per this question we are supposed to get top 20 customers contributing 13% more than the rest in a region? if they are top 20 may be their contribution might be somewhat more than the rest, you have any comments?
