There's something else going on here, because if you change your code into English you get :
[LocalRace] is a text dimension, and when it has a value of 111 then calculate [percentcontrol2] and return the result
If [LocatlRace] is a numeric dimesion, remove the quotes and see what happens.
It looks like there's something wrong in [percentcontrol2] though - if it works properly, then it's the combination of it not working when [LocalRace] = 111

The percentcontrol2 works fine alone -- it is
count(if [Numerator]=1 then 1 end )/ count (if [Denominator]=1 then 1 end)
localrace is a string, so the quotes are needed
Hmmm .. OK, so what happens if you create a new sheet with [LocalRace] on the row shelf and showing [Numerator], [Denominator] and [percentcontrol2] as columns - just as a text table ?
It shouldn't return a result for 111, but it should also show you why (ie [Numerator] or [Denominator] missing]
