You'll want to make sure that the "Show sheets as tabs" box is checked when you publish from Desktop to Public.
That will allow all sheets and dashboards that aren't hidden to appears as tabs in a web browser (example).
If you're publishing to Tableau Public with the "Show Sheets as Tabs" box already checked, you can double check that the workbook you've uploaded is indeed allowing that by logging into your Tableau Public account and confirming that the their is no little orange mark on the last column of tab icons.

To publish multiple dashboard's in Tableau Public. Follow the steps below.
Note: Make your Worksheets "Hide". Keep only the dashboards available.
Server > Tableau Public > Save to Tableau Public...
Click > Save
Step 3 :
In the Tableau Public, Before saving the viz. Check the "Show Workbook sheets as tab"
You got multiple dashboard as tabs.
