I thought I'd post the answer in case anyone else runs into this. The issue was actually a ServiceNow setting. ODBC, by default, does not limit data. However, in ServiceNow, there's a limit that's specific to Database Views. To get around the limit, you add a new property called glide.db.max_view_records and use that to set a new limit.
