Imo, the fundamental difference between bins and sets is that bins are designed to break up records by looking at measures, while sets are designed to group up dimensions. When you create bins, you actually create a new dimension that cuts up the records in your data set based on the bin settings. When you create a set, you can certainly build the set based on a measure, but it groups up existing dimensions instead of making any new ones.
