So the problem here (as I think you've noticed) is that not all countries competed (or won Gold/Silver medals...as per your filter) at the 1960 Olympics...as so your Ref Line formula won't have an assignment for those countries. I have a "kind of" solution. I say "kind of" as it doesn't place all the country labels in the same place. This is due to there not being data-points (countries not completing/not winning medals) for certain/country year combinations.
I've used Gannt marks (which I've then set the transparency to 0%), as this gives me more control over the labels and then (like Mahfooj) have used the MIN/MAX to only return me one value. I've also changed your RefLine to the value 250 (so all countries get a mark). If you were to re-shape your data, and by this I don't actually mean change the shape! but create a row for every country/year combination (this is pretty easy in many packages - cross-join in SQL, VBA in Excel, or Pivot Table in Excel are some easy options)...and then LEFT JOIN your current data to this (joined on Year/Country) there would be a Row for every Year/Country combination (in which case your original method would work fine). This wouldn't change your main Viz as any countries with no medals for a Year would just have NULL in the Gold/Silver/Bronze measures....

I haven't used any ref-line just done label formatting.

Is the formatting done only on Tooltip? I don't see the country names in the report as like what you showed in your previous post.
