That is the intended behaviour. A viewer is able to do just that, view the dashboard. For interactivity, the role would need to be interactor.

Ok, but I'm not a viewer, my role as a user is site administrator with every possible right.
Just to clarify, you are only able to interact with the dashboard when in web-edit mode?
Could the workbook have specific permissions when published meaning you are a viewer for that workbook only?
Permissions can be applied to content at different levels; workbook, project and site. Each creates different behaviour wrt permissions. Sometimes a site admin is not able to view specific dashboards if they have not been given permissions when publishing the dashboard.

I published the workbook myself and I can see on the site management that I have all the rights for the dashboards.
I can use quick filters to change the data displayed, the only thing not working is clicking on a filter area to change the dashboard. If I click the home button to go back to the ToC, nothing happens. But in web-edit mode it works.
Another thing I noticed: I have a url action on one dashboard. This also doesn't work in normal view mode (access denied), just in web-edit mode.
Can you send me a screen shot of the two actions please?
I have faced this issue and yet again I am facing this issue today. But it is because I am on an older version of Tableau 9.2.4.
I can help you fix this if you send across some screen shots of your action filters and what you are trying to achieve.
Please note: action filters not performing correctly is a known issue which was resolved partly in 9.2.6 and 9.2.9
If you are using 9.3 this maybe a different issue
We are currently working with Tableau 9.3.3.
Your actions seem correct.
If you have more then one server I would suggest publishing to different server or if you can share in the community im sure someone can test it on their server.
This will tell us if the issue is with the report or with the server set up / Permissions
Also is this the only report that is having these issues?
Do you have any other reports with similar actions that are working. Could you pull up a simple report and test that.
A better option would be to find a report in the Tableau public gallery that has navigation within it download and publish to your server.
If this has the same issue on your server there is something definitely wrong with permissions on your server.
If permissions are locked to a project and you don't have permissions to that project that might be a possibility
I can't find any workbook where somebody did that. Just filters that affect the same dashboard and these work for me, too.

there is a dashboard on the above link to do with never ending navigation.
Download this and test if the navigation works on your server when published in the same folder using the same credentials

Thank you for the link, it doesn't work either once uploaded to the server. So this is obviously a server issue. Unfortunately I don't really know what to do to fix it, since the user rights are correct.
I did another Google search and found the solution:
The option "Show Sheets as Tabs" has to be enabled for filter actions to work across worksheets.
