I would reshape this data if I were you. One row per country.
ID1 US ID1 Mexico ID2 ID3 Canada ID3 US
You can do so much more with that data layout!
Put [Country] on Columns, and SUM([Number of Records]) on rows, and you have your counts.
Split the country column into different fields at the data source level, that will form into three columns
and then CNTD(Measure names)

Thanks! I'm having some difficulty getting the Count Distinct to add up properly. It will still include "Country X; Country Y" as a single value. Do you know what I may be overlooking here?

As far as I know, you need to reshape that outside of Tableau. Whatever you use to create your data source, change the layout there.
