I wonder if a window filter is what you need?
If yes, then the formula WINDOW_MAX(INDEX()) computed down by pane works.

You want to put a CONDITION on the filter for [Telephone1]
See Calculation1 in the attached.
It essentially says, if there is at least one [Last Name] = "?", then get all for that phone number.
Thank Kettan, this was what I was looking for. Now I can identify "?" and find it's matches. As you can see, my data is quite a mess.

I also learned something about blending ... not only the technique, but also a use case which I believe I may need myself some day. Seeing more value in data blending makes me more motivated to learn more. Now I am motivated to take close look at Data Blending: Left Join or Not? which I believe explains it well. I wrote before that the window formula wasn't needed, but think it actually is.
Example: Filtering Weeks returns 4 phone numbers without window filter (set to 1) and 2 phone numbers with window filter (set to 2).
